I see someone's having fun with the university's liquid nitrogen tank.

...I was about to ask 'why' but I suppose the answer would be 'students'? :P

At a guess, someone is drawing off some liquid nitrogen for something. What you're seeing are probably clouds of water vapour (remember that liquid N2 is a fair way below freezing), a bit like fog.
