That would be a machine calling up a block of numbers for one or two telemarketers- the first two people that answer will get the telemarketers, the rest get dead air or a click.

In the US, if your phone number is on the do not call list, they've just broken federal law. However, getting them to stop is damn near impossible. Crooks are like that.

The odd part about this one is I could hear the other person hang up - if it's an automated machine, you just get dead air.

Over in the UK we've got the Telephone Preference Service which does much the same as your do-not-call list. Most telemarketers backpedal very quikly when you mention it, though there's always a few that think they can ignore it (right up until Ofcom banhammers them).
