On blue teeth and headsets

Here's a puzzler for you all: is it possible to use a Bluetooth headset with the stock Windows XP Bluetooth stack, and if so how?

Every post I've seen on the internet boils down to "Microsoft sucks, install $stack!". Which is annoying, as I've looked at the Bluetooth API and it should be possible to write a driver that adds this functionality. It can't be hard, as Windows CE includes such a beast.
