He's in a cave half-way up Eldin Volcano (I think near the first goblin camp). The Thrill Digger game itself is approximately minesweepers, with rupees, rupoors and bombs.

I didn't know about the rupee triggers in the houses in Eldin! I'll have to go back once I can dowse for rupees.
